Premises lease issue

Hi guys,
I'll start by painting the picture. I've been on the look out for a premises for work for the last 3 weeks or so, and my housemates dads business is expanding and moving from one premises to the one next door which is bigger. When this was all agreed I expressed interest in the what would be empty unit, by calling the lady who is in charge. Just so happened to be her holiday time, so she was away for a week so I left a voicemail being very simple and saying I'll take it, with pretty much no questions asked and call me back ASAP.
It came to the Tuesday she was back (a week ago) and I heard nothing so called every day since then at various times, 9am, 1pm, 5pm and it was just the same voicemail saying she was on leave and back on the 29th November etc.
I know she has been in the office, and she has also visited the premises 3 times in the last week to discuss things with my mates dad, he even said to get in touch with me as I wanted it
Finally I got hold of her today through a different number and she said she had been busy (I'm going to assume she left her phone on her 'holiday' voicemail and included a silent setting so she clearly didn't hear it ring contestantly!)
She said. Oh yea sorry I have been busy bla bla, but I made it still very clear I was wanting it and just wanted to know the price! She then said someone else was interested but hadn't got back to her yet. This is when I just said very simply that I want it, I'll pay the asking rent price and take it this side of Christmas, but she said the others have first refusal. The place is is a council run place so I'm dealing with them which may explain the slight lack of interest, but anyway.
Where do I stand? Shirley its not a case of first refusal, it's who ever signs the lease first? I'd sign it tomorrow morning but she seems a tad uninterested. I know it's probably a good idea to just find somewhere else if she's not arsed even at this stage, but my mates dad has leased it for 16 years and never needed to talk to her, so has no bad words so the aftercare hopefully won't come as issue!

If it's council owned, its not inconceivable that there is a waiting list, depending on the area, type of property etc.
Council probably under a duty to get Market Value for it, but in my opinion is behaving honestly in not making it a race to the finishing line.
If your friends dad did not leave, but assigned the lease to you that may work. You would need to read the agreement to determine whether that is an option and it would leave him with some exposure to risk.
