Looks like a kit car of some sort, almost like a Bowler Wildcat but a lot cheaper and nastier.

Edit: actually, looking at the van pulling it I'd guess it's a quad bike with a body on it.

It says on the data I have that it's made by SDV and the model is CO LTD DS, it is zero cc as its an electric car.
