Advice for a numpty - picture effects?

Does anyone know which brand or type of program would make this type of image effect?

(Utterly useless when used to show the condition of something on ebay...)

And some long exposures (sky movement) and some fake vignetting.

Tripod + exposure bracketing (or shoot RAW and multiple process), then Photoshop or similar. So it's partly done at time of taking, and partly afterwards. Subtle HDR can work well - see Mr Carter's landscapes - but once things start glowing and turning inside out, blurgh.
