Total muppets with side lights and front fogs on

What the hell is going on lately with these muppets driving around with just their side lights on and then the fog lights on underneath??? Aside from the fact they look complete dorks other than to their chavvy mates, fog lights only light up the tiny portion of road in front of your car. And don't come back with "They're driving lights", NO they're not because the switch in the owners manual says "Fog lights".
By doing this not only do you look stupid, you're making your journey less safe and risking a fine which I think is a good thing to make you grow up.
Also I have seen this strange phenominum where a driver comes across some fog and thinks "Mmmm i can still see a mile ahead but I think I'll put on both my front and rear fog lights as that'll be safer but I will still continue at 80 tailgating". I mean really???? It's hardly surprising there are so many crashes.

I always think that these lights should only be able to be switched on after the rear fogs not the other way around, this would halt the cool factor as driving around with one bright rear light looks incredibly stupid. I also think (and this is not an attack as I realise its only orders being followed), that the police should stop these idiots and give them some advice.
I may also add that SWMBO has an R56 Mini Cooper S & a colleague has a '10 plate Ford Galaxy that I frequently drive. Both these cars have low mounted sidelights outside of the main healight cluster, It does seem to attract a lot of knob heads flashing their lights as if you have your fog lights on.
However, when I see a Mini or other similar set up car, its blazingly obvious which are fog lights and which are side lights, same applied with DRL's, I find the main give away is that DRL's or sidelights mounted outside of the headlight cluster don't usually blind you unlike Fog Lights

To be fair if its a large 4*4 type vehicle I think its better they have fogs and sides on. Far easier to be followed by someone like that instead of having full lights in the mirrors.
I'm sure some as mentioned are now day light running lights so perhaps easy to confuse with fogs.

Could you give one example of an un-modified road car with driving lights that don't come on with main beams? and the OP of cause realises that the CORRECT use of front fog lights is exactly as described. ie side lights and fogs, not dipped/main and fogs.
Though CORRECT use is only to have them on if visibility is SEVERELY limited (ie well less than 100m), so I'm sure in the situations being described they should not be in use at all.
