Is it making a buzzing noise?
I forget which exact model that would be like inside, but there should be a stick on the right of the column for forward and reverse, and you'll want that centered, then reach back by your right hip and look for a slidy throttle on the back of the console.
This sets the revs when you spin around and work on the back actor.
Rev up is pull towards you. I forget if you can push it lower than idle, so pull it a little towards you for a bit of power.
There may be a stop lever, this will look like a choke, so push that in if you see one, and try pressing the brake when starting.
If all is good, it should be turning over, chuffing out little puffs of white smoke until it starts.
