Here is a our 94 XJ40. Lovely car minus a few faults, the heater & A/C does not work, when hot it tends to idle around 1200-1300 rpm. The coolant temp will stay completely cold unless you sit and idle, when driving in the winter now the temp falls all the way down.

Are the fans starting or they just dont work? Or is it just AC? Also if the car is cold, heater wont switch on until it gets to temp.
What engine is it?
Engine runs cold because you've got a stuck thermostat. It cost £15 on eBay and it takes 30 minutes to swap as far as You have ever had a spanner in your hand smile Also its not the best idea to drive it cold for long distances. Not only it will run rich all the time but also it will use double on fuel.

Agreed, probably the stat., hence the higher tickover speed, engine always running 'on choke'.
