The only slight issue is the ad doesn't mention anything about registration docs. Unfortunately Scamps don't meet the requirements of the SVA/IVA test which would be required to drive it on the road, but there are quite a few around that are only driven off-road. AFAIK there is only one Scamp, a MK1, that has been successfully put through the SVA since it was introduced in the late 90's and the guy who did it spent an awful lot of time and effort making it compliant.

Out of interest why is it any harder to SVA than any other kit car?

The ad says he has the docs for the donor car. Shouldnt be too hard to road register?

It depends if the docs have been updated to show it is a kit car or are still the original donor car registration. If it has been changed then all you have to do once it's rebuilt is insure it, pass an MOT, pay for the RFL and you're good to go. If it's still registered as the donor it will have to pass an IVA test to be properly registered (and therefore insured) and that is where the problem lies.

The main issue is Scamps have lots of 90deg edges, as the box section is exposed, which falls foul of the radius requirements but I'm sure there are plenty of other parts of the test it will fail. Scamp Motor Co withdrew the MK2 and MK3 (which is the model offered in the ad) when the SVA (predecessor of the IVA) was introduced and replaced it with the Suzuki SJ based 4X4 Scamp that did conform to the SVA.

I'm sure it is possible (though it's over 10 years since I've read the test manual) to modify a MK3 to pass an IVA it's a question of the time and expense doing it. Also an IVA test now costs nearly £500 and potentially another £100 for a retest if you fail. Possibly worth doing if you're getting the car with all the bits for free but something to bear in mind when taking a project like this on.

The SVA/IVA is why all current kit cars are quite curvy and tend to have fibreglass bodies. Of course as Top Gear have shown if you rebody a road registered car and keep the chassis you can put what ever you want as a body on with no kind of testing. You can also produce your own car from scratch and if the DVLA accept it as a prototype your brand new reg no and V5 will come through the post again with no testing required until you need an MOT after 3 years. So the regs are all a bit of a mess and the cynical might think the gubmint aren't keen on the kit car industry...

The standard advice from the Scamp Owners Club is to avoid buying one which does not have the correct registration documents. They can help owners who's cars don't have the correct paperwork to get the DVLA to update the registration without needing to test it but you have to provide evidence that the conversion was carried out before the SVA came in i.e. old MOT certs, insurance docs, datable photo's etc. which I think would be quite hard to do in this case.
