Speed cameras and Blue lights

Reported on the lunchtime news that, because of the massive paperwork involved in dealing with SCP demands for payment, an amnesty is proposed from NIPs gained by "emergency vehicles" caught be scameras ... PROVIDED they are using their blue lights at the time.

Now, what happens when the scamera's pictures are taken when the blues are occluded from the camera? That's a rhetorical question, BTW, as we all know the answer!
