In the last few weeks up here in Scotland, I've noticed many ANPR cars & vans parked by the side of the road & on overhead bridges.
One thing that's puzzled me is that on no occasion have I seen any policecars lurking to pull offenders.
So my question is: what's the point? How do they successfully prosecute people that have been shown up in cars with no registered owner, no tax, insurance etc, without having pulled them first?

SORN offence. There's also some case law (England, don't know aboutt Scotland) where the owner can get convicted of an excise offence.

They don't have to identify the driver, they can come after the owner for permitting. Presumably (although I haven't checked), they can also S172 the RK.
OTOH, they might just bug your 'phone.

But here's the thing: if they already have details matching numberplate to address etc, then they will *already* be sending out NIPs for SORN offences. I thought the ANPR vans were there to catch people that they *didn't* have the details for...

. SORN = Statutary Off-Road Notice. i.e. the car is registered with DVLA as being kept/driven off the public roads. Therefore when they spot one with ANPR they can happily send a NIP.
