Sorry, can't help directly but we have a number of CMM and scanners, and regularly do related work. If it were a straight tube spaceframe it may be easier and quicker to build using CMM. The lasers are good for curved surfaces and very complex shapes, we do 40ft artic size items, with scanners, car size if straight it'll be CMM, curved a mixture of CMM and scanners. It also really matters if you want mounting points accurately modelled, they can be very difficult to get on scanners without a large number of points and therefore lots of later data reduction. Some specialist companies have specialist software to help this process but i'm not aware of any useful ones for you.
You could try talking to the manufacturers of measurement kit like Faro who we use:-

We haven't done anything as simple as a chassis but I would be expecting a time line of 4 hours scan, 2-4 hours data reduction, 16 hours model build, then data transfer/interface 2-4 hours. However we're civil servants so to match the rhetoric ... a commercial company would do it so much quicker ...
