From the back story I'd guess that he takes photo's of Shorpe in order to document it so that in future nobody will ever ever replicate Shorpe.

But, ultimately, it doesn't matter. He's within his rights to photograph anything he pleases from public property.

He takes pictures of the Shorpe for "recordkeeping" (i.e. to track how it changes over time).

He *was* taking pictures but put it on video when the woman came over.

'Why' is not the point. He doesn't need a reason. If he did, this would mean he could carry out an identical action if it was for certain reasons. The law allows him to stand there and film regardless of a reason. 'Because he can'.

The first logic fail by the woman was to ask him for a reason. That implies that if he gave a 'correct' reason she would allow him to film - when clearly she was not going to. At that stage I would have countered with 'What reasons are acceptable to you?' 'None' 'Then why did you ask me?' etc.

Therefore the reason, whatever it was, was immaterial to the argument
