If you do read it top down, which in general are you not looking out for?
What I mean is, while when you're driving you're constantly expecting the unexpected, a deer bursting out of a hedge row at a fair rate is alot harder to spot and prepare for than a pedestrian out for a saunter.
I don't see the issue though, they have to go up, regardless of order.

Anyone finds a method of reading multiple signs by imagining lying it along the road so the lower sign appears first? Direction signs at offset junctions?ETA yes that was it

Yes I do normally read that way, I do not see any words on those signs however so where does reading come in to it? As stated I did not see any priority implied.As a visual field I would probably notice the middle sign first then either of the others next. This may not be according to the rules for planners, but then those rules are to make sure there is consistency not necessarily as an instruction to drivers.
You know what, the priority is spot on. From a driver's point of view, deer are the biggest hazard, because they tend to leap across the road from gaps in hedgerows.
Horses ride on the road, and you generally get a bit of warning they are there.
Pedestrians walk on the correct side of the road, have traffic sense, and are able to move out of the way, signal or communicate with you much better than the animals.

How do you know the height of the signs ? The bottom sign is in your normal field of view.
The hedge might only be 6' so the signs would all be within 6' - 3' range of road surface and presumably in drivers eyeline.

There are rules for these things and its too clean 
You'll see the lower sign first- it wont be lower than about 1.5 metres to prevent it covered in dirt but closer to 2.1metres.
Once youve picked out the lower sign you'll scan there are signs higher up, but whether you digest them or mainly focus on the rest of the road ahead is down to chance.
See how many people dont notice a speed sign when it's parked about 15ft feet up on top of a rash of other signs at a roundabout. There are other more pressing matters directly in field of view
