I went passed a forward facing camera on a country lane last week ; the other way.

i.e the cameras was pointing toward the oncoming traffic. But Im sure the tracks in the road covered both sides.

Can it trigger for vehicles heading away from it?

The forward facing cameras should only trigger for oncoming traffic. They use the inductive loops in the road to measure speed. If you look carefully you'll notice that the loops are in front of the camera, so even if they were live all the camera could take a picture of is the empty space you're rushing towards.

Mind you I have seen some 'clever' people trigger them by overtaking past the camera.
