There is a blank metal flag mounted with the oil filler screw on the diff.... what does it indicate? Normally it means "if you unscrew this one, something will fall off inside"!?... is that so? And how to fill up oil then... and what type of Tuscan diff is it then?

I believe the metal tag normally has the diff ratio stamped on it i.e 3.73 or 3.46.

It is just a straightforward filling port.
