Subtle change in signage?

You know the signs at temporary roadworks that instruct you to stop?
I always remember them as saying something like "STOP HERE WHEN RED LIGHT SHOWS."
All the ones I've seen in Shrewsbury recently have said "STOP HERE UNTIL GREEN LIGHT SHOWS."
Any one else noticed this? Why the change? Some sort of liability thing?

It's about being specific with wording, which, ironically, gamefreaks didn't quite get right 
Wife sends husband to the shops. He asks what she wants. She says "Buy a loaf of bread, and if they have eggs, buy a dozen". Husband comes back a short while later and proudly drops 12 loaves of bread on the table. Wife asks "What are all these for?"
Husbands replies "They had eggs".

Yes, looks like I lost the point trying to be terse.

Though the change in wording does imply that the Amber light edge cases were keeping someone up at night...
