IIRC it's good to have a high nose because it makes the aerodynamics under the car better. However they were creeping up to a level where if a driver got T-boned in an accident it's whip his head off. So the regulations specify that the fist x mm of the nose must be a maximum of y mm from the ground.

It was explained on the Lotus car launch vid.

I was going to say ...........they are made from Lego, but with Lego you use a roof block to smooth out the step more than the F1 cars have.
