I used to commute it 3 times a week for about 3yrs, and before 6am they're not about (in my experience). Not seen any on my 5am Gatwick runs recently either.
M25 unmarked were tolerant of high speeds when it was early as well, but did tend to jump on anyone tailgating, which was nice to see.
As others have mentioned, there's a very easy way to avoid them

I noticed something similar on the A21 between Hurst Green and Robertsbridge last week - 2 undercover BMWs and an Audi had all pulled people over within 5 miles. I wouldn't have thought so. There's almost always one or two unmarked pottering around the A23/M23 as well as a scamera van on a bridge.
Sussex police hate motorists and seem determined to catch as many speeders as is humanly possible so you are I'll advised to speed on the m23/a23.
As I have said one of he worst forces in the country as far as motoring goes.

Because there focus appears to be largely on speeding as proven by the mobile scamera vans forever being on bridges over the a23/m23 making money and the numerous unmarked cars.I travel all over the UK and the only places i get twitchy about my speed are in sussex and essex as there are always scameras on bridges and unmarked cars all over the show.
I accept there is reasons for unmarked cars so that plod can see people driving like tits and pull them for it however the impression i get is that they find them more helpful for targeting speeding.
I have driven past numerous marked and unmarked cars where there were cars in the vicinity driving like idiots (tailgating etc) yet i have never seen anyone pulled for it.
However i have seen plod go off after people clearly speeding. The new m25 4 lane section is getting gantry cams as well because its easy money. I believe they fall under the jurisdiction of essex plod however could be metropolitan police.
There is simply no need for it. I am getting ever more pissed off with the whole speed focus whilst being constantly surrounded by dheads who are ignored by the police.

+1If 10% of the effort that goes into speed control went
into targetting poor quality driving, then than seems wise
to me.
I am far happier interacting with other drivers doing wildly
illegal speeds, but watching what they are doing, than the
usual inattentive idiots driving at legal speeds.
Personally, I find lane discipline so poor on the M23 / A23 that
it's almost impossible in any practical sense to speed for more
than a few seconds.
There's always some clueless twit with lots of empty tarmac
on their left, doing about 65 mph in the right hand lane.
And we aren't allowed to undertake, too.
