Looking for a 22" LED TV with good sound and cheap.

They don't exist. So my idea would be that you either accept they don't exist, accept that you will need to spend more money, or accept that you need a sound bar or external speakers to achieve decent sound.
Nearly all tvs these days have sound that is far worse than 10 years ago, but everybody wants to buy stuff for virtually no money. If a manufacturer released a small tv with great sound I would happily pay for in, but am in the minority so we are left with the crap currently available, and consumers who complain that the sound out of their 90 quid bedroom tv isn't very good (not you by the way, just making the point as to why your quest will not reap reward)
