Following a learner car through Worksop today, my wife and i noticed that the person in the passenger seat kept playing with something, and we thought it was just the instructor not paying attention.

When we pulled into a car park, we noticed that the driver was in his mid 20's and the woman in the passenger seat was about the same age.

We then saw what she had been playing with as they were driving, she had a baby, no older than a few months, sat on her knee, they had no baby seat in the car.

Would you report this and who to?

I have a picture of the car after it parked, so i have a name and phone number, but after looking at the number it looks like the instructor is self employed.

What would you guys do? I thought about the police, but it would be our word against there's

How do you know the driver was a learner. Could it be that the driver was the instructer and the passenger his wife with their child and no lesson was being undertaken.

I was more concerned that you followed a learner driver through a workshop, but then I read it propoerly.

Yes we kind of came to that conclusion, but it's still crazy for someone in a fully marked instructors car to do

To be fair it is the child's life at risk if they had an accident, so it's certainly worse than speeding etc

Edit:

Just reading up on it
"The penalty for offenders is a £30 fixed penalty notice or a maximum fine of £500 if a case goes to court."

So according to the law its better to endager a baby's life than to do 35 in a 30. rolleyes

What if it's the family's only car? It'd be unreasonable for them to have to tear off all their vinyl/decals when using the car privately, and pay to have them re-applied when teaching, surely?

Use a child seat, don't break the law, set an example, no problem with it been marked up then

My apologies - I'd inferred from a previous post that you thought going about private business in a fully marked up instructor's car was crazy.

I agree, instructors should be setting an example.
