Hose question

[Meatball]

The girlys mini cooper s started making a resonating noise from the engine, I've identified it as the small elbow hose that tracks along the back of the intercooler leading into the plastic housing by the coil packs.
The hose is really flimsy and is calaping under the vacuum.
I can't believe the hose has gone soft so quick, or is there an underlying issue causing to much vacuum?

Any ideas what's going on.
