Govt already making excuses for its ten year transport plan

"Byers also stated that the growth in the economy has accelerate car usage more than the Government predicted when it set out its plan. He also went on to explain that the plan is a 'living document' and was not set in concrete."
Perhaps we should regard all politician's statements as 'living documents' - particularly when the timescale exceeds the current term.

Personally I'd rather we had a few politicians "set in concrete" and then given the float test in the Thames outside the houses of Parliament....
