I've often wondered whether a system could be developed, as in the pit lane in F1 to resirct cars' speeds in built up areas -i.e. 30 and 40mph limits.
Spending a considerable mount of time driving in and around London, it seems that the speed limit +10% + 2mph (Police guidleines...)is not fast enough for a lot of ppl..........

I'm not convinced it would be of great benefit anyway. I can see some genuine mileage in the argument that the less you make the motorist responisble for compliance with the law and speed selection, the less attention gets paid to driving as a whole.
I can also see it being rather stressful being limited to 30 or 40mph on sections of three-lane carriageway with a central reservation (including barriers) in the middle of the night.
Tonyrec will have some ideas of where I might mean
.My merc is fitted with a speed limmiter, I use this when passing through speed restrictions or roadworks on duel carrigways and motorways, or if I am being tailed by Bib. I must admit I find it very usefull, but I am not sure about having an externaly influenced system, as like scammeras there would be no allowance for extenuating circumstances.

You spot a runaway truck about to career into the rear of your car... It's filled with happy smiling children of course, to satisfy the Brake contingent but you are already limit +10% +2. Oh dear, not such a good idea after all.

I assume the point of this would be as a safety aid.
In which case, I can't think of a more ridiculous idea.
Such an idea can only have come from someone who doesn't drive or, if they do, shouldn't have a licence.
It would be dangerous to say the least. I suggest anyone in favour of it to have a think and come up with reasons why it could be dangerous. If they can't then try to apply the idea to real world driving situations rather than shallow-thinking theory.
You may then come up with ideas of how it may be dangerous.

As I recall it the pit lane speed limit was introduced after a certain F1 driver was clocked at 125 mph in the pit lane. That was quite a few years ago, but does anyone remember who that driver was?
As for speed limiters on our road cars - no, not at any price. Bring on the revolution if they try that.
