Headlamp adjustment for MOT

I have a simple but annoying problem with my Griff 500 nearside headlight.
When it came up for its first MOT last year I expected the beamsettings to be wrong and sure enough it was way too high. I took off the back cover and screwed the bottom wing adjuster to full down until the light hit the car body. When I checked with the beamsetter it was still above the MOT limit but I couldn't get any more downward movement as it was hitting the base. I managed to persude the MOT tester at my local garage (not a TVR dealer) to accept this and he turned a blind eye to this. But this year I found out that the chap has been done over by the MOT folks and I don't think I will get away with it with the other tester.
I was planning to take it to Fernie's to check it out but I have heard that some dealers can really have to "re-engineer" the whole housing at lots of dosh. I rarely drive it in the dark anyway so its a bit academic for me.
Does TVR's design really expect you to take the housing to bits as described here and file away at the body to pass the MOT or is there another way to adjust the light to a more downward angle to meet the regs?
Someone told me to adjust the other two settings but surely that would swing the beam too much sidways.
Any experience of what to do would be appreciated.

I did and it normally works because someone has screwed one or both so much that the third has no room for improvement.
Try it using a wall and a chalk mark to see how the beam is effected. Second thing is sure the glass isn't in upside down???
Failing that, you may need some engineering work. Bear in mind that rideheight/ tyre size/ etc etc all effect the beam hieght as they all control the car height.
