"West Midlands Police Assistant Chief Constable Garry Forsyth said: "It is fair to say that they go significantly beyond keeping people safe on the region's roads and proactively target those offenders using the network to commit their crimes."

So that's why I'm posting more & more cars in "unmarked plod" .What puzzles me is that Warks & west MIDS police are looking to mount joint operations, yet the level of Police vehicles keeps going up . But as a neighbourhood watch co ordinator, I get more and more reports of break ins, not when these cars are active, but at other hours. Perhaps they need to open the "ideas cupboard" and look for a solution .

How do you know when the cars aren't active?

Times when I get reports of incidents perhaps, knowing when these blokes are/seen around. But perhaps the most significant thing is that we never see any cars in the area where the incidents take place .

Sorry but I don't follow the first sentence at all, it makes no sense. The second one however, do you really mean that? Because you(one person in one small area) don't see a car where an incident takes place means the cars aren't active? I find that really illogical. Police cars, by their very nature, are active if they're not broken.

Obviously, this press report is aimed towards CMPG who spend a majority of their time on the motorway. This seems to leave you argument a bit redundant...
Also,Warwickshire are yet to return to CMPG,so it's unlikely that they will be routinely patrolling that area,if that's what you are basing your issue on...
