Not sure about the lowest fee but I am using Hargreaves Lansdown this year and have had no problems at all with their online site.
If you only trade occasionally it is £11.95 (i think) a trade. If you trade more they reduce the per trade fee. I like it as you can leave orders for a trade to buy/sell if you can't get a decent price when requested. You can trade a good number of shares and if you fill out the ben(whatever form) you can trade U.S. shares with bigger yields. Also, you can topup with a debit card online instantly which makes it useful to jump on the expected >7% company ex-dividend dates!
