probs with frames on dreamweaver

Right i am trying to redesign my webpage. I fancied having the tops of the page in a common style to all subjects. I did this by using frames.
I have built frameset pages for each of the main subjects i want to display and in the framesets have made 'upper' and 'lower' frames. The upper frames are the title blocks and the lower frames are the subjects. The idea is that in the upper frames there are two lines of links, the first line of links goes to each of the main subjects and the second line goes to each sub-subject.
With me so far?
Each of the link is set up to the next frameset page of either the same subject or the next subject entirely - themselves with upper and lower frames...
My problem is that when i try selecting a link word from a full frameset page loaded up, it tries to open the next frameset page inside the upper frame of the original frameset where i clicked the link.
What i want it to do is load another new page entirely but essentially within the same browser window so it appears that both the upper and lower frames have reloaded to the next subject.
How do i do that?
