Removing the high pressure power steering hose

I'm renewing all the power steering hose. I've disconnected both the low pressure pipes and the banjo joint for the high pressure hose on the rack but I have got stuck getting the other end off the power steering pump.
I gave up trying to do it on the car and removed the pump but I still can't shift the joint. Before I start using extensions and the like to increase my leverage I wanted to check that I'm attacking the right bit. In this picture is the offending pipe, do I undo the smaller of the two nuts that is on the pipe, or the larger one that the pipe screws into?
I'll spray it with some penetrating fluid and leave it overnight. Can I apply heat to it without damaging the pump? Any ideas for getting this off without damaging the pump? The pipe is scrap so I'll probably cut the pipe close to the nut and try with a socket and breaker bar.
