Looks like the vac advance to me, which would make sense - if its not working then it would muck up the timing and cause running problems. Blocking it off will make things run better but you wont get the benefit of the advance http://www.camaros.org/pdf/timing101.pdf

If it had a distributor then yes. But it's diesel, and ECU controlled, so no. I would guess it's a vacuum diaphragm operating either an EGR valve, or possibly a flap blocking off the air intake when you switch off the engine (so it doesn't stop to roughly).Either the diaphragm has split in the bit you've circled, meaning that extra air is leaking in, probably unmeasured by the MAF sensor, and confusing it. Or possibly another fault means it trying to operate EGR or shutoff when it shouldn't, and disconnecting it means it can't.
