It's for people who want to spend a shedload on a car designed for city travel, with the coachbuilt nice interior of an Aston Martin, and why not? It is, after all, their money.
You pays your money, you take your choice...

Glad they're making something not drab, but that red interior really is an abomination.

Or put another way, for people to whom the 30k or so price difference is a total & utter irrelevance.
Why would you buy Tesco Value if you've been put in a position (by luck or hard work) where you don't have to?
But if you had so much money it was irrelevent surely there's a long list of cars any sane person would throw that irrelevent money at before a Cygnet? Why would you buy Tesco Value if you've been put in a position (by luck or hard work) where you don't have to?

We're not dealing with financial constraint or need (in most senses) here, just about want.
The big problem with this kind if thing is that the vast majority look at it from the POV of a financially constrained petrol head and not from the correct vantage point.
Yes there are more exciting/worthy/good value options if you have @ 35 - 40k to burn, but do you think this is an either/or decision for 99% of the target market?
