safety camera people - who are they?

My boring drive in to work gets me thinking sometimes. The people who work for safety camera partnerships - who do they employ?, do they actually believe in what they are doing?, and what do they think of it all?. A very good friend of mine works in one of these things, or rather he's ended up working in one as a natural transistion.
Back in the 90's he worked in the police 'camera unit'. He was the man who spent 1 day a week emptying film from Gatso's and the rest of the week looking through reams of film, assessing whether people should be 'done' or not. At the end of the day, if you still had film left, it went in the bin. The cameras generally caught people being numpties, eg one particular one where people used to go for a blast was actually set at 60MPH, the posted speed being 40MPH. The people that got nicked therefore generally deserved it, but even so the time of day and conditions were still taken into account.
He used to assure me that 'WE only do people that deserve it'. Note the word 'WE'
Along come the Safety camera partnership scheme.
Out goes descretion - more staff to 'do' everyone, and rely on people contesting to reveal any mistakes. Get those trigger speeds lowered, the 60MPH mentioned above is now 46MPH, with plans to drop it to 42MPH.
In comes the fancy new computer system to ensire all prosecutions are dealt with.
He now assures me 'watch how you drive for gods sake because THEY will have you'
Note the word 'THEY'
He's up for retirement soon, the political atmosphere and the masses hurling abuse at him day in day out means that day won't come early enough.
So who do they employ now?. People who enjoy sitting in a van pointing a 2020. I can sort of see the enjoyment in doing that, just as people take enjoyment playing shoot em up video games. Perhaps thats the answer, people who live with their mums playing Xbox games all day getting gainful employement with the SCP. Never owned a car, no life experience, no appreciation of what effect they are having on peoples lives.
