Parameter incorrect message - Start menu progs

Hi - we have a bizarre problem with an XP Pro laptop... After it's second OS rebuild in 3 weeks, it's developed a problem where attempting to start any programs from the start menu produces a message:
%Path od .lnk file%
The parameter is invalid
The apps start ok if you click on their individual .exe files. Looking at the shortcuts of the .lnk files it looks like they have lost their target - I've tried copying .lnk files from a working machine but again, they lose their target.
Virus scanner is up to date and has found nothing... Any ideas?
