using a paramotor on a pushbike

A mate of mine has recently done some modifications to the exhaust on his paramotor. In order to test things before he was up in the air, he strapped it to his back, taped the throttle control to the handle bars of his push bike, and took it up the road!
Have to say it looked really funny as he came past the house at a great rate of speed! he had a bit of speed wobble! difficult to judge the speed but he was going VERY fast!
Got me thinking... as the engine was strapped to him, and not the bike... Would it still be classed as a motorbike and therefore require tax, insurance, MoT?

It would be great if your guy has a long moustache, Dick Dastardly style, and was right down over the bars. He wasn't trying to stop a pigeon, was he? (Younger PH'ers may have to look this reference up)
The whole concept might catch on...
