...for one of the cars in the household. Seems to serve its purpose (because a load of the 'old' ones got nicked and they're having to change them) but it says at the top that it's NOT PROOF OF OWNERSHIP!

My question is then, what the hell is?

Proof that you are the registered keeper (and therefore responsible for its use/misuse).

Well yes, but have they changed it? Wasn't the old blue one a proof of ownership? Or an I making that up?

No, it was only ever proof of registered keeper

No, the big disclaimer is new, but it's always been 'registered keeper'.

The V5 has never shown legal ownership it has always been the keeper of the vehicle. If that wasn't the case then 1000s of cars would be registered to finance companies on the V5

They are send a new V5 to everybody because of the DVLA's usual incompetence they lost a load of the previous euro style V5's and the only way to eliminate the problem was to replace them all.

Great use of tax payers money...

Of course you are correct. There are differences, firstly it seems to happen a lot more in the public sector and secondly when it happens in the private sector, there will be investigations and people generally made to pay.

Private companies have an interest in investing their money to make it easier to do their jobs. The Public sector never gets the funding in the places it needs from Government, there's computer admin systems in the public sector which cost over £2billion a year in mistakes (errors, wrong payments etc) but no private company would put up with something which loses them £2billion a year. The fact the Government refuse to put money in the right places is hardly the public sectors fault. I worked in the public sector just a few years ago and they were using stoneage computer systems then, they were using stuff the private sector chucked in a skip 10 years ago.

But let's ignore that fact and focus on the point that in a private company somebody would be sacked or nailed to a cross and beaten with sticks for a mistake, because that makes it fine again obviously.

The blue one had the same "not proof of ownership" disclaimer as the red one, except it was buried in the small print on the back.
