How do i mount a bracket without welding?

I'm trying to get the rear hanger of my exhaust to talk to the frame of this bike...
Te problem is i cant weld an the bike isnt roadworthy yet. What i need is some sort of solution to rigidly fixing the top of the exhaust bracket to the frame tube. The tube is 25mm dia approx, so my first thought was p clips, but the 25mm ones i ordered are nowhere near strong enough to trust.
Is there a kind of fixing like a p clip, used in any other engineering, or another fixing/bandin method that will allow me to offer the two top bolts of the bracket up successfully?
