Clutch - How much ?

I've noticed that my clutch seems to be right at the top of peddle. Does this mean it worn out ? or could it be adjusted ?

The car had a clutch just before I bought it, 3 yrs ago i've only done about 12k since so would be surprised if it had worn out ??

Whats it likely to cost to get his replaced ?
