Does indeed seem like a good idea, however there are flaws - like the car being insured but the driver not. Lots of crims can use a legit "pool" car that is shared between drivers.
Also, last time this was discussed, a lot of PHers were annoyed as they are on trade or other special insurance policies that may not show up on the (very inaccurate) DVLA database, for whom the new system would be a pain in the arse.
