When in 2006 do tax bands change?

What is the date of the manufacture of cars when the tax band is changed?

I think it's March 2006 but can't remember the actual date. 23rd rings a bell?

Is it date of manufacture or data of first registration? If it's manufacture (like tax-exemption) you might find significantly newer plated cars which fall into the old tax system.

And therein lies the the flaw in the system - as well as the system being totally unfair.

A band L car doing 3000 miles per annum is taxed at £470+, where as a Band A car can do 100k per annum and pay nothing. Which one pollutes more?

The tax is already on the fuel, VED should be scrapped.
