As in the title really.

Anyone know if you can change a vehicle that's currently registered as private light goods to a light goods vehicle?

Thanks

VED is cheaper on a van as opposed to a Range Rover. Could be a reason...

I would take a stab in the dark that yes you can, however if significant alterations are required to meet the criteria it may well need an IVA test once it's done.

Would it then be subject to the lower speed limits that apply to vans over 2000kg?

Yes you can as I've just gone the other way - van to MPV.

I suspect you'd have to remove the rear seats and the rear windows.

Yes you can. There is a freelander in the car park with no rear seats or windows. Been done for tax purposes.
