Now lets be practical about this, yes helmets can be adversely effected by an impact, however it depends on how big the impact was. As a general rule of thumb if its scratched and it hasn't penertrated more than 3 layers of paint (the layers are different colours for this reason) it'll be fine. This is certainly the procedure employed by the ACU on scrutineering and IMO if its good enough for them I'll put my head on the line for it rather than shell out another £400+.
Oh yes if it fails scrutineering they cut the straps there and then no questions asked no appeal (they used to just pick the sticker off but there are ways round that) marshalls have also been known to pull a pen knife track side and cut straps but not for a scratch.
I for one have still got a 7 year old Arai Quantum that was custom painted for Stella Artois, I raced in it and it fits like a glove, infact better than a glove Its been down the road a few times now and has got some scratching all up the back, I know its past its recommended 5 year life but that is imposed because of UV damage over time, I keep it in its bag when not on my head and it now lives in the garage as a road test helmet, Its certainly got another couple of years in it. On the other hand all my off road helmets have never lasted more than 18 months before I've skipped them.
Oh and no sorry I don't know anyone that can do a touch up and I think you'll struggle to find a legitimate place for the reasons above, try airfix
