Mopeds or Scooters - where to buy?

I can't believe I'm asking this!

Where is the best (read that as the cheapest) place to buy a brand new scooter or moped from?
I don't care about safety or anything like that - it will never hit the road - I just need it to transfer numbers onto / off. It needs to be brand new, or rather latest reg.

Don't care for build quality, looks, performance, parts availability etc.
