Right of way on the road question

Since the term 'Right of Way' does not AFAIK appear anywhere in the Highway Code, the answer to this question must be 'nobody'.
The HC only refers to 'giving way' and the phrase 'when it is safe to do so' is surely the overriding indicator in situations such as inoperative traffic lights (as at any other time in fact).

I agree with te51cle ... but can you image the average British motorists coming to grips with the (simple) four-way all-stop?
Actually, it's great fun standing at the junction of California and Hyde in San Francisco and watching the tourists trying to deal with a four-way all-stop at the apex of three ascents (2 X Hyde and 1 X California) with trolley-cars crossing and stopping in both directions!
These junctions work well too in South Africa.
Mind you, Right Turn on Red and flashing ambers out of peak times work well to ... in those countries sensible enough to use them!
