Dumped Car?

Where I live we all have our own, marked out parking spaces. My elderly neighbour had just returned from a two week holiday to find a battered old crap corsa parked in her space. I have knocked a few doors but no one has admitted they own it, it has it's number plates removed and is rather beaten up!
I can't see a tax disc on the dash, so any ideas how we find the owner? Or should I just ring the BIB andee if they will shift it??

Looks like somebody left the nice old lady a gift. Ring your local scrappy, get it uplifted, and she can buy a few more tins of catfood
