Seems to me the Olympics are more a test of citizen control and governmental might than athletics. It's just missing the swastikas.

They are an established counter-piracy device at the moment, a lot of ships use them and have done for a while*.
I'm not sure what they want to stop/affect with them during the Olympics though, but they are a good non-lethal option.
