M62 road works 50 limit

Does anyone know if the 50mph speed limit is actually being enforced? I make regular trips between J26 and J29 of the M62 and I'm starting to feel like a bit of a plonker sitting there at 50mph while people sail past me at 70+, seemingly unperturbed by the threat of ‘average speed cameras’.
I drive this every Monday morning and every Friday evening, the entire length of the road works. Not once have I seen anybody actually doing any work.
You'd think that on one of the busiest sections of motorway in the UK they would be encouraged to get a move on and work 24 hours.
I have to agree though, does everybody else around West Yorkshire know something I don't? I always set my cruise to 50mph and I am always overtaken by almost everything. I thought it might have been the speedo in my car being out, so when I did it in my other car the same thing happened.

It's ridiculous... They need to pull their head out their arses and make the whole lot 4 lanes rather than dicking about with managed motorways.
When a car/wagon breaks down on the '62 as the quite often do it will just cause more congestion as it'll be stuck in the middle of the lane with nowhere to go!
