me and my dad are in the prosses of building a gtr and we cant get the throttle go down all the way with the pedal. The factory cable we recieved frayed so we baught one from a hardware stroe and it seems that it might be stretching, when the pedal is pressed down all the way the carb does not go to full throttle but then when it is moved there with the pedal still floored, the carb stays there, at full throttle which makes me think the cable is stretching. Could this be the problem? Do you think we should get a better cable?

Simple answer is yes get a good quality cable.
Others have had problems with the cable outer expanding with engine bay heat which prevents the throttle closing fully leaving you with a high tickover.
