Bit of a rant, sisters a retard

Afternoon.
About a month ago my sister pulled out on someone and was involved in a minor accident.
Her Saxo was in a mess so it was replaced immediately but she contests that the crash wasn't her fault (she has a problem admitting she's wrong)
Anyway, seeing a soon to be scrapped Saxo on our drive I robbed a few parts from it, only to hear today that she's claiming for the Saxo from insurance (it's worth about £300, but at our age isn't worth claiming for for the insurance increase)
The reason for doing so, is so that she can pay the insurance excess
Now am I right in thinking the other party making a claim wouldn't affect your excess?
I have a sneaking suspicion that she's claiming for the car, to cover the excess, from claiming for the car.

Where the blame is contested I think the insurance company charge the excess anyway, and give it back if you are decided to not be at fault. In any case the excess will have been used up on the other person's car I should think. the excess would definitely by charged on a fault claim.
If she's fully comp and found at fault, the two should balance out and she will not get a bill for the excess; if she's not at fault she'll get the excess back and the claim.
If she's third party only, the claim is being made against the other party, so she'll get the money back if it's in her favour or 50/50.
My guess is that she's been advised to make the claim by her insurers.
