Seat Belt Bolt Help

Can anyone help with the correct order for the washers for the shoulder buckle.
Removed them while fitting new carpet, got them mixed up before refitting them.
Where and which way round does the stepped one go, does it face down into the carpet or upwards with the bracket onto top of it. Then the other one top of that ????

Any advice would be greatly appreciated.

A photo would be brilliant.
