Help me understand what that story is about, please.
I don't understand exactly what law has been broken or how US law works.

From the look of it, they were pre-production cars and didnt have VIN nr's and the owner tried to pass them off as road cars.

So why can't he be allowed to strip out the parts he legitimately bought, and just crush the shells? What if he bought a genuine body shell as a spare, and built that up into a complete car? That wouldn't have a VIN plate either. Have to register it as a 'new' car. You'd think the authorities would have something better to do. Stupid bity of government action anayway.

The US government pick easy targets and are very economically protectionist, and hate people avoiding taxes and regulation.

Or, they decided that they wanted to make a stand against what are most likely stolen cars? Why else would anyone take the VIN plates off?

R33 Skyline's were never officially available in the US, people would import the cars and then usually run with them without the VIN tags purely because they couldn't get them. Fine for track cars that are trailered, not so good for a car being used on the road.
