I wonder if it's seeing it's reflection and thinking it could be a potential mate?! Maybe it's own mate is missing, who knows, bit weird.
Try putting something on the inside of the window (paper, cloth) near the handle where it's perching and see if that stops him/her.

Yep, Peacocks get very territorial.
We used to have one at an old workplace of mine and the favourite game was to nick someones keys and to lob it into "his" area of the car park.
