Only had my chim a couple of days now and i am having trouble getting the seat belt on
it won`t release very well
is this normal

Yep, especially if you're parked across an incline. Do a search on this there's been a good few threads in the last year with various bits of advice.

They are reknown for sticking - it's the locking mechanism used which is so "fickle".

Mind did that for a few weeks and when I got round to looking at it it was not square with the floor of the car. I loosened it off and moved it round no more problems. The reel must have been thinking the car was on it side and locked off. Give it a try might be cheeper that a new one.
